Model 1880 22 mm gilded brass button with royal crest and crown with initials "O P" (Orden Público) Reverse is backmarked "SCOVILL MF'G CO. / WATERBURY". Rare button of the branch of the Spanish military in Cuba and Puerto Rico responsible for urban security and anti insurgent operations. It may seem surprising to find a Spanish uniform button from Cuba made in American, but it must be remembered that the US was colonial Cuba's largest trading partner before the Spanish American War.
